General Hospital killed Shiloh aka David Henry Archer (Coby Ryan McLaughlin) on the September 26, 2019, was identified by Willow as the corpse on the gurney, so it looks like the character is truly gone. Below are some thoughts.
Shiloh was on trial for his part in the kidnapping of Cameron, and the memory swap of Franco. Peter was blackmailed into helping Shiloh escape, but Shiloh did spend some quality time with Nelle in Pentonville.
Shiloh's last acts were to kidnap, Sam, Wiley, and Dev. Shiloh thought Wiley was his son, and Dev was already to make his departure from town. Sam convinced Shiloh to let Wiley and Dev go. Dev ran into Jason, who told him about Shiloh being on the Haunted Star, before Peter brought them to safety. No one knows that Peter and Shiloh worked with Helena Cassadine, to bring Drew to the lab to wipe his memories and get Jason's past. Jason arrived on the boat, and fought with Shiloh, Sam saw what was going on, and shot a flare gun in his back. Shiloh fell overboard, and then was pronounced dead.
At the end of the day, it was nice to see a character actually get killed off on GH that wasn't a beloved long term character. This wasn't a villain who needed to be redeemed, though it would have been good to see him find out that Wiley wasn't his child before he died.
